I heard that Colorado is a sister school in Hawaii where citizens of Colorado get in-state tuition in Hawaii. Is this true??

You are probably thinking of the WUI program, short for Western Undergraduate Exchange. This website can give you more details, but the basics are that certain universities participate in this program. Not all majors are included in the program, and the tuition is not as low as in state tuition, but it is lower than the out of state tuition.

This is false, some states are more lenient on students FROM Hawaii because of the difficulties posed by living expenses and the not so great public school system but no there is no sister school in Hawaii and Colorado residents do not receive in-state tuition.
